City Council approved Administration’s proposal to freeze the current monthly and variable rates for 2026 only while it does an in-depth analysis of the Utility’s rate-setting environment. This has been prompted by recent federal policy changes that are posing a challenge to implementing the Business As Usual (BAU) rate-setting model in a way that is financially sustainable for the Utility. Administration will update Council on the findings of this analysis in 2026 ahead of the 2027 rate filing.
For background, Blatchford Renewable Energy sets its utility rates using the BAU model whereby customers shouldn’t pay more for their heating and cooling utilities than an average Edmontonian does outside of Blatchford. Previous discussions with Council have also laid out the expectation that the Utility’s rates shouldn’t be significantly less than BAU to ensure the long-term financial health of the Utility.
Rates are set annually and do not fluctuate throughout the year.
